1. Entry fee is $125.00 payable in advance of the scheduled pageant date using Cashier's Check or Money Order.

3. Must be female, single, never married, never conceived a child and of good character.
4. In Texas, you must have legal residence within a 100 mile radius of Texarkana, and in Arkansas you
must be a resident of Columbia, Howard, Pike, Nevada, Sevier, Miller, Hempstead, Little River, or Lafayette counties.
5. Must be a citizen of the United States.
6. Wearing the appropriate wardrobe for all areas of competition:
- Private Interview - Dress, Suit or Pantsuit acceptable for BUSINESS wear.
- Lifestyle & Fitness -
- The contestant will wear an aerobic or workout type top of her choice but no “bra”
style tops. Tops may be any color, print or pattern, but no logos (Nike, Adidas, etc.) are permitted.
- The contestant will wear solid black aerobic shorts with a 3” inseam. No logos are permitted on shorts.
- Footwear will be solid white “Keds” style tennis shoes with no socks.
- Casual Wear - my choice and reflective of a 13-17 year-old teen.
- Evening Wear - my choice of gown, cocktail dress, or pants outfit.
- Talent - conducive to portraying talent.
- Shoes for all areas of competition, as I feel appropriate.
7. As a contestant in the Outstanding Teen local pageant, she must sign the State/Local Contestant Contract that states in Section 2.7.1 of the “Teen” Contestant Contract: “I am not a party to any contract
with any person, firm or corporation in respect to any present title that I hold or may hold, nor have I
made any commitments for the future regarding any such titles. I do not have any legal obligations that
would prevent or limit my participation and appearances in the Miss Local Competition, any other Local
Competition, State Competition, the National Finals or, if selected as Miss America’s Outstanding Teen,
in the Year of Service, or my compliance with the rules, regulations and conditions of the Program.”
The Judging Process
The Miss Texarkana Outstanding Teen competition judging system is adopted from the Miss America
Pageant. It is a national judging process, and is designed to promote diversity, individuality and overall
achievement among all the contestants. Judges score the individual contestants immediately following
each phase of competition. Contestants are scored on a 1-to-10 point scale, in whole numbers, within each
category (more than one contestant may receive the same score). All judges will have been educated
about the Miss America judging system and will represent a variety of professional sectors within their communities.
Scoring
The weighting of scores awarded per category is distributed as follows:

At the end of preliminary competitions, each judge will be given a list of the top five contestants in the
order in which they competed (no scores). Each judge will rank each of the five contestants as to whether
the contestant should be the Winner, First Runner-up, Second Runner-up, Third Runner-up, or Fourth Runner-up.
The judges will submit their individual rankings to the Auditor and the Auditor will assign points to each
judge’s contestant ranking based upon the following:
- Winner - 10 Points
- 1st Runner-up - 5 Points
- 2nd Runner-up - 3 Points
- 3rd Runner-up - 2 Points
- 4th Runner-up - 1 Point
- These votes will determine the Winner and Runners-up.
